If they don’t commit to the phase 3 it’s an open admission that the phase 2 was a failure. They’ll probably just undergo the process to begin whilst delaying any conclusive outcome as long as possible in the hope that antimicrobial saves the company in the meantime. But then again , as long as someone else is footing the bill and they’re all getting a wage each week , they will probably be happy to keep staging trials till they retire or something finally succeeds .
Who knows ....antimicrobial could be a world beating , company maker .
