It could be any or all of those things you suggested, or maybe it's just that some people have a love of whole round numbers. As an example, take a look at BHP.
We have one buyer for 400 shares at $25.99, then we have four buyers of 4,060 shares at $26.01, and tucked in between them, we have 13 buyers at $26.00 for 107,208 shares. People seem to have an attraction for whole numbers. It will be interesting to see if he still sits at the sell once the share price starts to move. If he stays there, I'm sure he will be taken out in a snap and left wondering why he sold at such a low price for.
