once a shorter sells borrowed stock they have to buy it back to close their position and return the stock to the owner.
if they don't buy it back, they have nothing to return to the owner, and they can't close off a 1 sided trade, i.e a sale without a purchase.
if the shorter never sold the stock, they can just return the borrowed stock to the owner, but that would be a why bother and incur interest charges for no reason.
