According to my logic. They have come to an agreement on how to go forward. Before they release any deal publicly it all needs to be integrated, tested and set up internally and once that has occurred successfully, then they will release the deal and make it public and all the fan fare can begin.
Wouldnt it look silly to announce the deal, find out the product doesnt integrate or other major technical problems and then choose not to proceed? Always best to announce once it is all finalised.
