sorry for late reply, I was out of town!!
what you're mentioning is the T+3 rule & that is available if anyone will short any of the ALLOWED stocks to be shorted & those shorting entities DO NOT need to hold any stocks to short it & banks/brokers LEND THEM the shares for a limited amount of time.
the idea I'm explaining here is the idea that YOU OWN YOUR STOCKS & decide to short it.
so for example: you bought 1 million shares of XYZ at 4c & have seen that it will be going lower, then you then sold your shares at 3.5c & bought it back again at 3c.
if you did that, you would have saved yourself $5,000 (difference between 3.5c & 3.0c) & if you succeeded in buying even lower then more money could be made.
so shorting can take place with people who bought shares with the intention to go long & anyone can sell higher & buy lower the shares that they ALREADY OWN!!!
