I'm not sure they have to pick only one side. I have seen the same sized parcels on both buy and sell stacks (I noticed this with the 3800 bot a while ago on LOM). I'm guessing that they just can't cross with themselves. Differently weighted straddles seems to be one of their strategies at times.
