Whilst it is a positive sign that Mozambique are upgrading their rail infrastructure, as crackpot pointed out its not really the important or tricky part when you consider the rail infrastructure required has to pass through 3 countries one of which is in fairly constant political turmoil.
The announcement I would like to see is "A stable, non-corrupt government has been elected in Zimbabwe and signed an agreement to begin construction of their portion of the Botswana to Maputo railway line in 2012" haha.
