I have also been told that several Aussie companies with coal reserves in Botswana are knocking on the Govt doors seeking a rail solution asap for their exports.

The Governments of Namibia and Botswana are jointly discussing the development of the TransKalahari Railway Line, which may facilitate the exportation of the coal from Botswana to overseas markets.
A pre-feasibility study for such a railway line has been completed, unfortunately, authorisation to issue the reports out to enquirers have not yet been granted.
I am not sure whether its same thing as the Botswana Coal Road Map you referred to.
