The 150days is the full length of time the DGEG have to assess and issue a license, it could take 1 month or a few weeks for a decision. Its any ones guess. You would question if the DGEG dragged it out when Luso are pretenders and NLI is ready to go. As an organisation does the DGEG really want to wait 6 months to award it to NLI anyway?
I doubt it will take the full 150 days there is enough egg on face for Portugal already and the project has had plenty of prior attention for some knowledge/assessment/opinion to be available now.
No way this will take 150 days even going by snail pace we've had already.
