I don't think the announcement said anything about cash... I would anticipate that the cash component will be just enough to satisfy the creditors and banks. The rest will be out of production (probably with a threshold rate - say 25,000 bbl/day before any additional cash is handed over).
These boys have never put out a release that wasn't good news (re-read them if you don't believe me). The naked facts are often not so attractive when the detail becomes clear
