Pretty sure it allows the Samsung phone to work as a push to talk radio. There is various ways that allow it to happen and I am not sure how these guys have implemented it. Its a fairly niche market in the scheme of things. Could be quite large except most emergency responders already have their own networks. Also most providers of two way radios are bringing out or already have a 4g enabled radio IE it takes a SIM.
