The two people mentioned in the appointments are existing employees of the company. They have been given "great sounding" new titles and mentioned in a company announcement (exciting!), however, they will likely be doing their same old job with an expanded workload. ACR don't employ new staff if they instead can get their existing employees to take on a bigger workload
