That's not to say more private centres won't open. They will for the same reason that dedicated individuals run all sorts of small business for modest return - because they are genuinely interested and passionate about what they are doing.

That would explain why they are higher up on the list than ABS. That group of people won't be able to provide all of the centres to meet demand. Non profit/community centres, homecare, more in-house centres and a range of other options will have to fill the gap.
