    There were at least 3 unmarked police cars following him along Swanston St after he was doing burn outs. Wern't there any Police cars on Swanston St to block him once he entered Swanston St? If there were he would have been trapped. There is also a Police station at the corner of Swanston and Flinders Lane...was there a breakdown in communication between police officers?
