LOL. Truth is that there's never been a safer time to be alive, with life expectancy the highest it's ever been and crime levels way down on where they were 20 years ago. That's not a defence of the magistrate's decision, it may well have been a disgraceful one....or it may be that there was nothing to suggest the offender presented any more of a risk than many others who appear in court and are granted bail.
