Legal system is an absolute disgrace. Why is scum like this allowed to roam the streets in the first place?

Car was a lethal weapon (no different to a gun or probably even worse) and the peanut probably drugged to the eyeballs. Now we (tax payers) have to spend millions to look after this clown in correctional services system.
Legal system directly responsible for ruining several families lifes.
