Why haven't Blue progressed the pipeline themselves is the big question. I was doing some research and stumbled across this 2016 Quarterly https://announcements.asx.com.au/asxpdf/20161031/pdf/43cj0ggcd1jsql.pdf where Blue states "As the Bowen Basin Gas Province is not connected to the southern market, Blue has initiated discussions with several interested pipeline companies to build such a connection. Scoping studies are presently underway. Both State and Federal Governments are fully supportive of the project as a means of unlocking more gas resources in an expedited process."

I am certain that if I could be bothered you would find that they have talked about this even earlier than 2016.

The other thing I noticed is that Blue spend most announcements and presentation talking about what other companies are doing, not what Blue are doing. Probably as there is little to talk about with this company so they provide their pencil chewing analysis of the gas markets instead.
