    They are the exceptions that constantly occur. All Australian taxpayers and welfare recipients benefited regardless where they were at the time. No different to what occurred when Howard/Costello handed out $500 lump sums. If you were on the ATO database you receive the benefit. You could also question on an equity basis why the minority of taxpayers who may be overseas should not receive the benefit. There are people on pensions who receive their pension payment including retirees on part pensions overseas. Some here have admitted they live overseas in retirement so given they may have contributed through their working life to our tax revenue one could ask why should they be excluded. In any event in the overall scheme of things only a small proportion of our population would find themselves overseas so its just splitting hairs complaining about the impact of the stimulus because of the minority exceptions which have occurred under successive govt's.
