Here's a clue for you. The NRL gives $11 to $12 million/ yer to clubs as grants from their TV deal. Clubs operate on budgets ranging from $16 to $25 million at a guess. If they get on the field, like the NRL are desperately trying to do with their "Tangalooma Plan", they hope to fulfil their TV rights obligation. And since each club gets $11 to $12 million grant from tv rights, you can see why the NRL are so desperate to get back on the field. TV REVENUE
