Could be an opportunity in the making.
I remember after 9/11, people were trying to work out how badly QBE would be hit, or whether it would even survive. If my memory serves me correctly, it traded as low as $4.00, but management kept saying their liability was limited to $200m (again if I recall correctly). Nobody believed them.
