Risk averse bureaucratic belligerence.
The same type that knocks back military and Police to conduct hotel quarantine when every other state used them. Then after the fact says assistance was never offered - even though every other state had them. The same type that lets passengers off a ship when there are positive indications of Covid 19 on board, then try to blame someone else. The same type that hide behind commissions of enquiry and refuse to answer questions. The same type than never get sacked or moved on, even though hundreds of people die because of their unjustifiable decisions. The same type that allow robot trading which is designed to manipulate prices - which is actually a form of market manipulation and is illegal.
Never underestimate the power of mindless belligerence.
