My imo is, his looking for a scapegoat or another catalyst to ensure that if he approves it and they drill and something were to happen...none of this would come back to bite him in the arse. Would be easier for him to just deny the project like it never happened, since that hasn't happened I will continue to assume his still in support of pep11.
Could be anything really. DYOR
If I was in KPs mind, this is the greatest opportunity for his inner circle of friends/politicians to secretly line there wallets by slowly accumulating before the approval without raising red flags.....just joking of course *cough*.
