Problem is Woody, It all comes down to POWER as in Economics and Wealth created for Australia,
Why Australia sit on these resources and have them in the ground, they'll use them.
Bit Like the drug market, They could stop the lot. But no there's money to be made from it.

Saying all that, I believe PEP11 is no more dangerous then the 1000s of ships coming into our shores with fuels everyday, from all over the world, the transporting by road from interstate etc. The Gas is leaking out of the ground into the sea by itself as I type. Gas bubbles popping up everywhere out there. Why its there use it, in a safe manner.
