This is Labors get out of jail card if they're smart enough because they can say it's not a new "supply" that in fact it was illegally stopped by scottie (but it is a new supply) and this can help Australians when the price cap is lifted next year. Hopefully PEP11 will be in production by then and Labor can crow about being clever and saving us...
So price cap, approve PEP11 quietly, get PEP11 in production before end of price cap and supply is increased to make gas cheap again.
IMO.
