Here is my 20c worth.

The steps:-
1. SM issued NOPTA with advice that they do not intend to approve the Suspension and Variation application -> NOPTA issued Advent with 30 day notice of right to appeal.
2. Advent have indicated they will lodge an appeal -> will need to argue that money is not an issue, that community concerns are overstated/outside NOPTA's jurisdiction, and address whatever compliance/force majeure concerns that were raised, SH don't have the detail on the compliance/force majeure issues.
3. NOPTA will refer Advent's appeal back to Scomo who dismiss it and instruct NOPTA to reject the Jan 2020 application.
4. Advent will then need to respond to the FIR on the Feb 2021 application, get it to JA status, and one would presume Scomo will again make up a reason to reject it. Repeat steps 1-3.
Once all that has been done, NOPTA may consider that Advent are in breach of the Y4&Y5 works program which may be grounds to cancel the permit. I expect that will be how it transpires.
Only once the above is complete can Advent look to take the matter to court ie once the permit is validly cancelled by NOPTA. Needless to say, I consider going though a rigorous court process will test Scomo's grounds and I expect Advent would win. JMO.
So, in terms of Zali's Bill, I don't think it has any relevance at this stage. If all the steps are completed, the bill will end up lapsing as nobody will call it. If there is a twist, maybe Zali will try and resurrect it.
