I would assume that the NSW minister hasn't yet passed on NSW decision to JA until the parliamentary enquire has been presented. Could be wrong, and NSW energy minister has deadlines, but i would think they will wait until it has been presented.
And whatever it contains and how honest(objective) it would be is anyones quess.
Let's trust the process, and hopefully, patience will reward as all. All that 10% up or down is irrelevant in big picture.
