Do you think KP could use that as his way of declining it? Maybe he knows that if it went to a vote it would more than likely get blocked resulting in him pushing the blame on other people?
I for one would hold KP 100% responsible if that was the case as he's had plenty of opportunities to approve it prior to this situation.
