The Government will not hamstring themselves and pass a bill that outlaws exploration in federal waters, would be incredibly foolish/irresponsible to narrow your field of options like that. I imagine Zali is going to look very naive presenting this in Parliament.
If though, this Bill somehow makes it through.... I'm moving to Antarctica.
