If you are, I just wanted an explanation of the final paragraph: "The Government might not have the same luxury during the forthcoming federal election. Gas is a key element of its own energy policy. To oppose drilling for it because it would make the residents of wealthy coastal electorates sad might save three marginal seats but cost the Government dearly elsewhere." Is it trying to imply that it would "cost the Government dearly elsewhere" because of less economic benefit? It is a federal permit, federal money, not state or local.
