My interpretation of that last paragraph is that trying to appease Inner Sydney seats could backfire in other regions where voters actually like the centre right concept of NSW having it's own gas supply with a NZE compatible CCS program. It would be ironic if Robertson or other LNP held seat was lost due to KP's inaction on PEP11. I think the article is saying inaction on PEP11 does not sit well with the heartland. Whilst it's only a small sample, I think this forum reflects that.
