i would suspect it would be a similar appeal to a development applicaition. If you meet the laws and is recommended for approval by the officers but the politicans refuse it, then it goes to the appeals court. (or a viriation of events)

The only compensation that can be applied is something like 60% or 40% of some of your legal costs (it excludes a significate amount of other costs). Its 2/10th of f all in the grand scheme of things. Nothing paid towards lost opportunity or anything along those lines. And it has to be black and white, any gray and costs arent awarded. If it makes it to court, usually you would settle with each party wearing their own costs.

Otherwise you want deceitful and misleading conduct or something and that is got f all chance of getting up or even worth pursuing.
