It may be that they are waiting to choose a candidate to take on Zali Steggall. Can they find someone who has the high profile - and the willingness to "fight them on the beaches" over PEP?
If they announce the go-ahead without a candidate in place, then Zali has a free run in the local area.
Also, I can't see the Libs/Nats saying no to gas with the added benefit of carbon capture and stoage, so a simple drill hole will surely get the green light.
It may be that they are waiting to choose a candidate to take on...
