If we agree on this reason, than we can enquire further: what makes you think he will approve PEP-11 before the election, if he hasn't done so, despite all the time in the world that has passed?

If he approves it before the election (which is of course still possible), it won't make sense at all, and we won't be able to explain why it has been taking him this long.

so despite us knowing nothing behind the scene, all the evidence points very clearly towards:
1. delay due to politics, and
2. decision after election.

An important factor missing in this analysis would be a consideration of uncertainty about election timetable, No way 6 months ago could they have been certain of the election date. Politics is always fluid
