Back in ~2010 when PEP11 was last drilled NOPSEMA did not exist.

National Offshore Petroleum Safety Environment Management Authority - NOPSEMA wasn't established until 2012.

Australia is the largest gas exporting nation in the world.
NOPSEMA is considered to be world class having one of the cleanest and safest records within the worlds oil and gas industry. Keith Pitt will hammer this down everyone's thoat when the approval time comes.

So consider this - PEP11 was drilled safely last time when NOPSEMA didn't even exist. Personally and IMHO I believe PEP11 can and will be drilled safely again.

FYI - NOPSEMA was born out of the 2009 West Atlas Rig Montara Oil field leak.
