According to the GSOO, it will be needed to cover the gas shortfall predicted by 2023. At that point, neither Narrabri nor PEP11 will be in production so importing gas is NSW's only choice. Should local supply become available after 2023, it will come down to price, I am backing 22km off Munmorah to trump the cost of imported gas. An import terminal can also act as export terminal too.
