JB's decision is not binding Keith Pitt. NOPTA legislation empowers the Federal Member to override the recommendation of the State representative. In relation to PEP11, this has been the case on the two most recent applications. John Barilaro's decision to reject the application (a) was expected, and (b) not binding on Keith Pitt. Keith Pitt, in his on right, will make the final decision on the application. The delay at tthis point is because whilst JB has announced his decision to the media, he not formally submitted it to NOPTA. He will at some point, and Keith Pitt can then continue the process.
