This is for state JA to delegate, not Federal.
In terms of delegating to avoid bias. I dont thinkthe argument would cut as the person who the responsibility knows of the delegators opinion and for that matter the opinion of his seniors. That is we know what MK and Albo have said before.
If they decline, I dont think, as a party, they will be able to avoid an arguement based on bias
