Its really interesting JD....I was definitely one that assumed a back door deal was done as part of the settlement of the court case but as time drags on its hard to mount a case for that being true as any deal would have had timelines as part of the settlement.
Ultimately now it seems like a smart play by the Government to settle the case knowing they are under no time constraints to deal with the permit. I get the premise about MK damaging her reputation by dragging this out and one could still argue that its within a 'reasonable' timeframe if it were to happy sooner rather than later, but I think her reputation is damaged as was Scomos as was Pitts.
