With Morrison doing what he did, we know that he didn’t act correctly and had bias. If the procedure is done correctly along with no bias, isn’t it a valid reason to decline the application (if someone is willing to ruin their career for it). Similarly to how we assume other applications are also handed to other ministers at times (With approvals and highly likely not going against NOPTA’s recommendation).
It does seem extremely unlikely that option B would be a route that they go down as well as going against Nopta’s advice again
