    I'm definitely no lawyer either and I reckon I am out of my depth on that question. If you look at the judgement/consent orders from last time, the Government complied in the simplest sense, they re-made the decision. I don't believe they fully complied in that they did not do it in accordance with the law which was what was directed. What the repercussions of that I guess we will find out.

    As far as the next judgement/consent orders, I am like everybody else and fully expect there to be rigid conditions around what and when certain things need to take place. In the most rudimentary sense, yes, I would expect there to be repercussions if those conditions aren't met. How that works in practice, I am really not sure.
