Appreciate that position but if the JA were removed from the process, and NOPTA (who are the technical experts) became the decision maker, their decisions would still be open to judicial review just like the JA's decisions are. It doesn't matter if the decision is made by Scomo, a Department, a State, or a council, seeking remedy via a administrative or judicail review is available under our justice system.
In the case of PEP11, these JA members via their actions have lost the trust of the public, that is a test for corruption.
