Only the government can decide pep11 but Hood is saying Judge Jackson might just go ahead and place a timeframe on the decision to be made in X amount of days without Advent event asking for it.
Also on your point before that one - If the courts squash the decision, the government will have no choice but to approve as they have exhausted all of the denial reasons. And lets not forget the NOPTAs 5 approvals.
I think we will see either approval short-term or compensation long-term.
