They ( Gov ) can then continue the charade and bemoan the previous gov's ineptitude and especially Scotty from Paradise Lost handling of the farce... i.e. it's all his/their fault.
It may well be within Bell's preserve to make a recommendation that the previous course of 'action' by the Bungling Bros Circus be put aside.
