You continue to refer to the 'consensus' as the "major deal".
When a comfirmed announcement of a 'take up' of the preliminary "consensus", then (and only then) can you call it a 'signed' deal, IMHO.
Whether it ever eventualises as a "Major", is pure speculation at this point, reflecting your very own point of view. Your point of view is obvious and needs no further explanation.
