Peter Van Der Made has said that everything needed to build the chip is already cheaply available, as it is silicon based. Once big money is thrown at this it shouldn't take long for the chip's application to be commercialised. There are so many demand out there today that are just waiting for the right technology to deliver. Voice recognition is an example.
