Not wanting to be a killjoy,
& much as I am EXCITED by Brainchip/AZK,
& not being a patent lawyer,
however in my opinion/interpretation as an IT Specialist;
the patent appears to describe particular implementation(s) of a neural network infrastructure/medium, not ALL implementations, ie
"...2. ...integrated value is periodically decremented thus simulating a leaky integrator.
...
4. ...the value stored in each digital dynamic synapse circuit is increased or decreased relative to the timing difference in the synapse input pulse to the integrated value.
...
[etc]"

(And there is prior art in general in the Neural Network field, both software & hardware.)
