You are on the right track DR although the actual penetration by 2030 of EVs into the Australian market is anyone's guess at present. The real point to make here is that the growth of EVs in the Australian market will happen regardless of who is in Govt for the very reason you mentioned .... all our cars are imported and car manufacturers are being forced to manufacture increasing numbers of zero emission vehicles into their fleet to meet standards in other countries.
The other major factors affecting take up of new EVs in Australia will be:
1. Lower vehicle prices
2. Better battery performance = longer range as well as cheaper EVs
3. Access to charging stations - already happening - driven by motoring organisations, state governments, hospitality industry, auto manufacturers (e.g. Tesla, VW), and eventually the service station industry.
IMO of course and I am still aiming for a Porsche Taycan next yearso hoping PLS pricing goes through the roof.
