Another possibility, maybe the design brief issued to the engineers was incorrect, whoever did the design brief may be ultimately responsible, who knows?
Process is the critical aspect of the Lamp, you wouldn't go looking there imo for cost savings so I would be surprised if this has happened, money could be saved in less critical areas such as wall and roof cladding quality or siteworks.
