lambda, keep in mind a few points. Issues that arises from plant when it first start up is entirely normal. I have yet to see a company that has built a brand new plant that run smoothly with no issues what so ever from the beginning.
Keep in mind that not many engineers in Australia have the experience to go into detail design and construction a rare earth plant. There was a deal done between Lynas and UGL where they both share the risk and rewards of building the plant and a motto for the deal that the lead engineer would share with me "Share the Pain, Share the Gain" But unfortunately there was alot of pain. With hindsight been 20/20 Lynas should have offered a lump sum contract because when the shit hits the fan contractor try to pass the blame to the client and it goes back and forth and then contract engineers/lawyers needs to be hired to read the fine line.
It's a first time for everybody.
With regards to start up problems been normal i can quote from experience with a Silver company i was invested (very small portion for my interest in silver) in a while back. Now you would think designing a silver plant is straightforward and easy right afterall the process is much simpler then say REE. Wrong! From the moment the plant started up the yield was not very high, then later on there was machine failures that needs to be fixed. After the machine was fixed the yield was still not high enough and the people realised that the FEED ore was too coarse resulting inefficient extraction of silver. Then it was determined they needed a ball mill to grind the ore so it was more fine but the issue is that it was an expensive and long lead item which wasted alot of time etc etc
Will the issues be solved eventually? Of course but we need time and some luck involved. Fingers crossed we solve the problems earlier then later.
