I think Optus is better then Telstra, less expensive, better service. I pay $69/month/3Gb. I don't know about cheating your downloads, but Optus is definitely very expensive for the International phone calls, the best way to call overseas is to buy cards like GOTALKS or MINUTE MAX super cheap charges, for the most of Countries you pay something like 2-6c per minute end it always tells you remaining credit and minutes for the chosen Country. 20 times less expensive than Optus! You can get them from the PO.
